The OKR is the strategic commitment. It sits at the root of the tree because everything grows from it.

It guides choices, focuses investment, and keeps the organisation aligned. When the OKR shifts, the tree above must shift with it — every intent, playlist and play must justify itself against a current commitment, not a historical one.

The OKR in Symbiosis follows the standard Objectives and Key Results format, but with a critical difference: it is a living instrument, not a quarterly planning artifact. The Reflective Council reviews OKR trajectory at each Direction Review and is willing to revise when evidence warrants it.

Key Results must be measurable and have clear baselines and targets. The Objective provides the qualitative "why"; the Key Results provide the quantitative "what must move.".
