The ritual matters as much as the decision. It forces a regular cadence of honesty about what is working and what is not — and prevents the slow drift into theatre.

The Portfolio Decision Forum is the primary decision ritual in Symbiosis. It runs at loop cadence (typically weekly), is chaired by the Adaptive Investor, and operates in two modes at the same sitting.

First, it ratifies the Play decisions that have been emerging continuously inside the Loop — confirming Scale, Deepen, Pivot or Stop for each Play based on the evidence the Cell has gathered (and any early Stops the Loop Leader has already triggered via Abort Conditions). Second, it makes the Intent-level call: Continue, Pivot or Stop, based on whether the consolidated Play evidence is moving the intent signal.

The structured format — review evidence per intent, hear Loop Leader recommendations, consider AI agent recommendations, debate, decide — creates accountability. Every intent must defend its existence with evidence at every cycle.

There is no place to hide behind "we just need more time.".
