The instrumentation that turns activity into evidence — measurement is the steering wheel, not the dashboard.

Without good measures, the system cannot tell continue from pivot from stop. Measurement is not reporting; it is the steering wheel.

Every level of the Symbiosis tree has its own measurement: OKRs have Key Results with baselines and targets. Intents have intent signals (local metrics that indicate whether the bottleneck is moving).

Plays have Expected Outcomes (falsifiable predictions). Loops have evidence packages assembled for the Portfolio Decision Forum.

The discipline is in defining measures before the work begins, so the system knows what to look for. Retroactive measurement ("let's see what happened") is the enemy of evidence-based decision-making.
